Like you Brenda, I don't understand why the authorities weren't contacted sooner or why no-one went and gave the dog food or water while that scumbag wasn't watching.

You just couldn't watch that dog slowy die could you? I suppose if this person was known to be violent he could intimidate neighbours, it does happen sadly.
